I already explained to you the manual contains an error. Two of us have told you it doesn't affect XP. I've linked you to the page in the fallout encyclopedia explaining it. The game itself says on one of the loading screens that difficulty has no effect on XP.
You thought you were getting more xp at higher difficulties. You weren't. Unless you can link me to something saying otherwise there's nothing more to say really. Note: This is ONLY to be used to report spam, advertising, and problematic harassment, fighting, or rude posts. It also allows you to reliably cripple limbs. For instance, crippling a Deathclaw's legs or a Cazador's wings makes those encounters a lot easier. Sadly, I can no longer find the video.
Back then I created a character centered around the proposed build, played on Very Hard, and it worked quite well. Didn't complete the entire game, though. But I did clear Quarry Junction and similar areas. Anyway, good luck, and happy hunting. So I would have suggested some sort of difficulty mod, over the default damage slider the game provides which just makes bullet sponges instead of nuanced challenge.

Very hard difficulty is tedius and make enemies bullet sponge for no reason even though it challenging, but the Hard difficilty is enjoyable for me because it's not too easy and too tedius but still required some strat and management. I would recommend the mod called "Jsawyermod" designed by Josh sawyer the Lead Disigner and Director of the game himself if you want to stick to vanilla feel.
Normal or Hard difficulties and Hardcore mod are recommended. Per page: 15 30 Falk via "Fallout: New Vegas". As is so often the case, I have found myself playing Fallout: New Vegas again, and I would still call it a timeless work of art. The only difference between playing now and when I played in the past is that I have the difficulty set to very hard, and hardcore mode is turned on.

So, without further ado, let's hop into the best build for every difficulty in Fallout: New Vegas. I like to play as a female on the hardest difficulty, because it makes it a bit more difficult with less access to certain features like Caesar's Legion.
When it comes to playing RPGs, I always tell people to play as a female, and this is because females tend to always get a more unique feel to their dialogue.
That still holds true in Fallout: New Vegas, but if you choose to be female, then you will lose out on crucial experience opportunities.
When you have the game set to hardcore and very hard, missing out on a single bit of experience because of your gender is not a good option.
Therefore, you must choose to be a male so that you can utilize Caesar's Legion to its fullest. Yes, Caesar's Legion sucks, but you can at least use them for their side quests that offer amazing items and experience.
If you'd prefer to play as a female, then you must realize that you will not be given as many special items and you will be denied access to the fighting pits that grant you a top-tier machete. I'll provide you with a brief explanation as to why each skill needs to be placed in this way:. You can feel free to tinker and experiment with the placement of these skills, such as reducing endurance to a low level, but just make sure to leave strength and charisma at ten.
There can be no argument against setting strength and charisma to ten, and I advise you do not mess with that in any way. Your TAG skills don't really matter, but I suggest you follow this picture prompt for the best results. If you choose to place your TAG skills as pictured above then you will not be going wrong in such a choice.
